We are a village located in the Western suburbs of Chicago and are seeking a Director of Finance to join our amazing team.  This role oversees a $45 million budget and supervises 8 employees. 

This is an ONSITE  position in our Village Office.

Position Requirements:

  • The next Finance Director must have proven effective leadership, communication, negotiation, team building, and long-range strategic planning skills, and a demonstrated enthusiasm for working closely with elected and appointed officials.
  • Candidates must have a Bachelor’s degree in Accounting, Public Administration, Finance or another applicable field with at least seven years of increasingly responsible public sector management experience, of which five years is at an executive level.
  • Experience in Illinois, a CPA and/or Master’s Degree preferred.
  • Any combination of education and experience that provides the equivalent knowledge, skills, and abilities will be considered.

Essential Functions:

  • Plans, organizes and directs finance operations.


  • Supervises personnel in the functional areas of finance.  Carries out supervisory responsibility in accordance with Village policies, procedures and applicable law. Assists in selecting new personnel.  Provides leadership, training and instruction.  Plans, coordinates, schedules, assigns and reviews works and maintains work standards.  Approves leave and timesheets.  Evaluates performance.  Administers appropriate performance counseling and disciplinary action.  Ensures maintenance of high customer service standards.


  • Implements and administers financial policies and internal controls to maintain financial records in accordance with federal and state laws, generally accepted accounting principals, GASB regulations and Village ordinances.


  • Develops systems, policies, rules and regulations for transacting financial matters.  Directs general accounting activities and develops and maintains internal control systems.


  • Performs the treasury and cash management functions for the Village’s investment portfolio.  Acts as the Village liaison to the pension fund boards.


  •  Oversees financial transactions of the Village, Library and police and fire pension funds.


  • Develops, implements and administers programs to enact Village Board policies.  Develops long-range financial analysis and plans.  Develops and implements works plans.  Creates Village ordinances to implement objectives.


  • Directs and plans the debt management of the Village.


  • Serves as the primary lead for the preparation of the annual budget including forecasting revenues, preparing the tax levy ordinance and monitoring budget performance.


  • Advises the Village Manager, Village Board and other officials on fiscal management.  Prepares fiscal studies, revenue and expenditure estimates and financial reports.


  • Provides high level oversight of the annual audit with the assistance of the Assistant Finance Director.


  • Coordinates and oversees the Village’s purchasing program.  Reviews requisitions against budgeted appropriations.  Assists in developing bid specifications and contract language.


  • Reviews and approves all cash disbursements for the Village.


  • Coordinates financial functions with other Village departments.  Provides technical advice and support on all financial matters.


  • Coordinates financial matters for the Public Library with the Library Director including tax levy, budget, and investment excess funds.


  • May serve as the Administrative Agent for the Illinois Municipal Retirement Fund.



  • Serves as the staff liaison to the Administration and Community Affairs Committee (ACA) and the Finance Commission.  Prepares agenda, makes presentations and explains recommendations. 


  • Attends all Village Board meetings.  Assists with agenda preparation.  Makes presentations and explains recommendations to the Village Board. 


  • Assists in the drafting and implementation of Village policies and procedures.


  • Receives and responds to complaints and questions from the general public regarding Village policies and services.  Reviews problems and recommends corrective actions.


  • Participates in special projects including research of new programs and services, budget analysis and feasibility analysis.


  • Interprets Village policies and develops and implements appropriate departmental rules, regulations and policies.  Establishes record-keeping procedures, methods and standard operating procedures.


  • Operates all tools and equipment needed to perform job duties while adhering to all safety rules and practices.  Ensures subordinate personnel adhere to all safety rules and practices.  Completes all accident and worker’s compensation forms as required.


  • May serve as the Village Manager in his/her absence.


  • Attends public meetings as required.


  • Attends and participates in professional group meetings.  Stays abreast of new finance trends and innovations.


 Knowledge, Skills and Abilities:


  • Ability to research financial data and prepare reports with that data.  Ability to perform detailed financial analysis and data interpretation.


  • Frequent contact with other Village employees, elected officials, vendors, local businesses, other government agencies and the public; must be able to communicate verbally, make presentations and demonstrate good customer relations.


  • Ability to provide supervision.  Ability to influence, motivate, persuade, convince and train others.  Ability to advise and provide interpretation regarding the application of policies, procedures and standards to subordinate personnel.


  • Extensive knowledge of federal, state and local laws pertaining to municipal finance administration and public services administration.


  • Extensive knowledge of municipal government operations.


  • Frequently prepares written reports; must be able to communicate in writing.


  • Regularly handles confidential information, must be able to maintain confidential information and accurate records.


  • Excellent file maintenance and organization skills required.


  • Ability to handle multiple tasks simultaneously and in a timely manner.


  • Ability to meet deadlines both internally and for outside agencies.


  • Ability to learn, understand and adhere to all applicable safety precautions and procedures.
